Fleet starbase guide
Hello ponies! I come to you with good news; The TRIBBLE test server has Starbases online now, and they are (mostly) complete.
Starbase upgrades and progression run on a "Project" system. Think bigger duty officer missions. I am posting a screenshot:
As you can see, there are several requirements here. But as opposed to what may have been your first thought from seeing this or the blog post, these missions do not increase your level on their own; The one I had selected on the picture only gave 1000 engineering experience.
Take note of the requirements for that project. Putting Duty officers seems to be permanent, which may or may not be a bug. Beware.
There's also finally a use for the "Bridge Officer Skil Points"
Provisions and Water Purification Systems are commodities, for those that are unaware. You can still replicate these, but it will cost EC's. From this point on, simply take all you find and replicate sparingly
Also of note is Dilithium. 10,000 may look rather steep to come up with in one sitting, but this is not a one-man thing! This is not only what I contributed, but what the rest of the fleet did as well.
What is probably the most important, as all projects need it, is Fleet Marks. These are acquired by doing "Starbase Defenses", some DOff missions, and some Fleet Actions (Namely the new ones, "Colony Defense" and "No Win Scenario")

How many ponies are required for the new fleet actions? Is it the usual five or is it now a higher number?

It yet remains at 5 per mission for now. Though you would wish for more in the "No Win Scenario"

Depends on how far you get and such.
NoWin is a wave defense, you get 1 mark for wave 1, 2 for wave 2, 3 for wave 3 etc. You'll have 6 by then, as they stack.
ColDef is a ground based mission with many side objectives, which is the main source of Marks there. I got 23 in one run, and that wasn't optimum

I fought Fek'Ihri of all things. It may be random, I don't know for sure. But it is your typical "Kobayashi Maru" type mission, you must defend a transport through all the waves. The enemies start coming from multiple directions after wave 3 or 4

The donation of Doffs is permenent, they are now working at the starbase, not for you.
The enemies are random in all of the new fleet actions for starbases, KDF can even fight KDF (rogue houses etc.).
In addition to the Coloney Defence and No-Win missions, there are also Starbase Blockade (5 pony defend transports), Starbase Invasion (five pony kick invaders out of your starbases cargo hold), and Starbase Defence (15 -20 pony defence of your starbase).
Starbase blockade requires you to fly around the starbase bap between 8 different locations trying to save freighters from attackers. I had KDF and didn't see anything bigger than a battlecruiser. Saved about half of the transports with a PUG.
Starbase Invasion (think that is the name) takes place in your starbase cargo hold, and its a bit of a mase. First you have to find some sabatogers, then the same but with more defences in the way, and finally run to the center and take out the leaders, who are hiding behind a shield that uncloaks and then you have to take it down. 15 minute timed mission and you come back for a cut scene between each section.
Starbase Defence is again on the space starbase map and splits everyone up into groups of five. There are four groups of freighters you have to escort out to a warp out point, and then defend them as they are attacked. After that, you have to defend your starbase outposts (industrial replicator, transwarp gate, etc) from attackers, and finally you have to defend the starbase itself. Getting to the right section of the map was a bit chalanging, since it calls out what needs defending, but not where it is, so you have to memorize where things are. Also, the big guns came out in this one, KDF dreadnaughts in the final waves.
In none of these missions can you fail so much that you lose your starbase or any upgrades, even the starbase defence one just takes stuff out for that mission, not for anything else. All of these I ran with PUGs and none were that hard to get through, though a fleet would probably do them better. All of them are 15-30 minutes missions, and all rewarded fleet marks based on how well your team did. For instance, in starbase defense, if you keep more of your station outposts up and running, you get more fleet marks.
Also on the subject of fleet credit, its not that hard to donate something. I've managed to get around 6000 fleet credits for a few fleet actions and donating a couple of white doffs for some of the projects, and some data samples. The biggest hurdle seems to be that you need to be online when the donations are being asked for. The fleet might want to make it so that a project is starting at specific times so that everyone has a chance to donate to at least one.
