Proposed Community Leadership Restructure

This is a leadership structure that Stormy Seas and I have worked diligently on, in hopes of establishing a better reporting structure, and involving more able ponies in the community. We do hope to carry this same structure into other games. If you have any questions that need clarification, let me know. Stormy Seas and/or I will respond to the best of our ability. Please also note that we know that some detailed info is missing as well.

For now, the leadership structure will be housed in the Federation fleet.
